Appropriates $20,000,000 from bond proceeds to the Commissioner of Human Services for a grant to Clay County for a psychiatric residential treatment facility.

Grant funds cover predesign, design, construction, furnishing, and equipment of the facility.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $20,000,000 to provide the appropriated funds.

Bond issuance follows procedures prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
