SF4276 Summary

• Allows medical assistance-eligible individuals treated for substance use disorder in the past 12 months to obtain certified birth records and driver's licenses/identification cards for free by providing statements from treatment providers.

• Expands substance use disorder treatment services to include peer recovery support services in groups of up to six clients and adds eight service types as additional treatment options (relationship counseling, therapeutic recreation, employment services, living skills, etc.).

• Requires substance use disorder treatment data reporting including client readmissions within six months and cost per person; commissioner must make data available to providers in electronic format with comparative performance features.

• Increases tax credit for individuals employed 1,000+ hours in substance use disorder treatment programs licensed under chapter 245G from $500 maximum to $6,000 maximum.

• Directs commissioner to develop recommendations on transition support services (housing, food, child care, transportation) for persons exiting substance use disorder treatment and to adopt proposed rates from the January 22, 2024 rate study effective January 1, 2025.
