Requires school districts and charter schools to develop and implement cardiac emergency response plans beginning in the 2024-2025 school year, addressing sudden cardiac arrest response procedures on school grounds and at school-sponsored activities.

Mandates cardiac emergency response plans include identification of response team members, guidelines for cardiac arrest response, automatic external defibrillator availability and location, cardiopulmonary resuscitation and defibrillator training for coaches and staff, annual emergency simulations at least 30 days before school year, and post-incident procedures.

Requires at least one cardiac emergency response drill annually as part of school crisis management policies for public and charter schools, and one drill for private schools and educational institutions.

Applies cardiac emergency response plan requirements to the Minnesota State High School League for interscholastic athletic activities under its control and supervision.

Appropriates funding from the general fund for fiscal year 2025 to assist school districts and charter schools with cardiac emergency response plan implementation, including automatic external defibrillators, cardiopulmonary resuscitation equipment and training, first aid training, and educational materials.
