Requires firearms to be stored unloaded with a locking device, or loaded/unloaded in a locked firearm storage unit or locked gun room, with exceptions for firearms under direct physical control.

Establishes petty misdemeanor for violating storage requirements, escalating to gross misdemeanor if a child is present in the storage area.

Creates felony penalties of up to 3 years imprisonment or $5,000 fine if an unsecured loaded firearm is accessed by a child or prohibited person, or up to 5 years imprisonment or $10,000 fine if used in a felony crime of violence.

Exempts firearms being transported in compliance with state law, used at shooting sport events, used at designated shooting facilities, possessed by peace officers on duty, or stored at police/sheriff stations.

Appropriates $10,000 in fiscal year 2025 and establishes a base of $19,000 beginning in fiscal year 2026 to the Department of Corrections for implementation costs, effective August 1, 2024.
