Requires all city, town, and school district general elections to be held on the first Tuesday after the first Monday in November of even-numbered years, effective for elections on or after January 1, 2025.

Allows cities of the first class to opt for either even-numbered or odd-numbered year elections through ordinance passed at least 180 calendar days before the candidacy filing deadline, with voter referendum option available within 180 days of passage.

Requires affected cities, towns, and school districts to adopt orderly transition plans by January 1, 2025, which may include lengthening or shortening terms of office by up to one year.

Modifies school district primary election dates to the second Tuesday in August in years when general elections are held, applicable to even-numbered years or odd-numbered years for school districts that have already transitioned.

Repeals existing provision allowing school boards to change election years by resolution within four weeks before candidacy filing deadline.
