Establishes the Minnesota Commission for Equitable Health Care Services to evaluate Minnesotans' experience with and access to health care services, regardless of coverage type, and develop legislative recommendations for equitable access.

Commission comprises 9 voting public members (one per congressional district plus one Tribal representative), 8 nonvoting advisors representing health care professionals and organizations, 4 nonvoting legislative members, and 4 nonvoting ex officio members from state departments.

Members and advisors cannot be directors, managers, or executives of health care entities, utilization review organizations, pharmacy benefit managers, drug manufacturers, or affiliates thereof, and cannot have personal financial interests exceeding 5% in such entities.

Commission must conduct regional field hearings, investigate financial and policy instruments affecting health care access and costs, study geographic resource distribution, and submit an initial progress report by January 15, 2025, and a final report with draft legislation by January 15, 2026.

Appropriates unspecified amounts from the general fund in fiscal year 2025 for commission operations and commissioner of administration support, with funds available through June 30, 2027; commission expires July 1, 2027.
