Expands the list of fuels eligible for federal hours-of-service exemption during a regional emergency declared by the President or Federal Motor Carrier Safety Administration to include gasoline, diesel fuel oil, propane, heating fuel oil, ethanol blends, biodiesel fuel, aviation gasoline, jet fuel, and sustainable aviation fuel.

Exempts drivers transporting these fuel products in intrastate commerce from federal hours-of-service regulations when a regional emergency declaration includes heating fuel as a covered commodity.

Limits drivers to a maximum of 14 combined hours of on-duty and driving time after coming on duty following at least 10 consecutive hours off-duty, even under the exemption.

Requires drivers to take a 34-hour restart break before completing 30 consecutive days on duty if the emergency declaration remains in effect for more than 30 calendar days.

Effective the day following final enactment.
