• Commissioner must develop and implement a pavement investment guide that optimizes pavement investment while meeting performance targets over a 50-year analysis period.

• Commissioner must minimize environmental impact of pavement investments for the entire life of the pavement, including operational and user effects.

• Commissioner must review and approve all pavement selections by district offices for construction, reconstruction, rehabilitation, or preservation projects to ensure consistency with the pavement investment guide.

• Commissioner must submit an annual report by July 1 to legislative transportation committees detailing investment strategies, performance measures, projected budgets, system health reviews, spending analysis, new technologies, and environmental impact minimization methods.

• Effective date is July 1, 2025.
