Modifies tax increment financing district rules for the city of Ramsey by establishing a specific redevelopment district bounded by Ramsey Boulevard on the east, Bunker Lake Boulevard extended west to Llama Street on the north, Llama Street on the west, and a line 600 feet south of U.S. Highway 10 on the south, while including two specific parcels and excluding Anoka County Regional Park property.

Exempts parcels within the district from Minnesota Statutes section 469.174, subdivision 10 requirements for qualifying redevelopment tax increment districts.

Expands eligible expenditures to include the city's share of Northstar Transit Station construction and related infrastructure (structured parking, pedestrian overpass, roadway improvements), land acquisition costs prior to district establishment, and public improvements installed before district establishment.

Extends the required timeline for undertaking district activities from five years to ten years from the date of district certification.

Exempts specific parcels (28-32-25-42-0021 and 28-32-25-41-0014) from certain state statutory requirements where development occurred between the original 2010 enactment and adoption of the tax increment financing plan.
