Establishes the "Retail Worker and Consumer Safety Violence Prevention Act" requiring retail stores to develop and implement written violence prevention action plans by January 1, 2025, with annual reviews and updates thereafter.

Mandates retail stores create committees including nonmanagerial workers and safety experts to develop action plans that address workplace violence hazards such as isolated locations, late-night shifts, poor lighting, and access to weapons.

Requires retail stores to provide annual safety training to all workers covering de-escalation, violence identification, the action plan, and available resources like employee assistance programs.

Prohibits retail stores from retaliating against workers who report violence incidents or request additional staffing; requires documentation of staffing requests and written explanations for denials.

Directs Commissioner of Labor and Industry to compile annual reports from retail stores beginning January 1, 2026, and submit findings to legislature by January 15 each year; authorizes fines up to $10,000 for noncompliance with a 30-day cure period.
