Renames the Minnesota Higher Education Facilities Authority to the Minnesota Health and Education Facilities Authority and authorizes it to finance and construct health care facilities in addition to education facilities.

Increases the authority's bonding capacity from $1.3 billion to $4 billion total, with subcaps of $1.75 billion for education facilities and $2.25 billion for health care facilities.

Expands the authority's governing board from eight to nine members and adds a requirement for at least one member to be a trustee, director, officer, or employee of a health care organization.

Requires health care facility projects financed by the authority to comply with all applicable Minnesota state law requirements related to health care facility authorization, including sections 144.5509, 144.551, 144A.071, and 252.291.

Requires the authority to obtain consent by resolution from each city or town where a health care project is located, except cities or towns with populations under 100,000.
