Removes the requirement that federal law or regulations prescribe or require contracts, allowing the adjutant general to be the contracting authority for any federally-financed construction, improvement, maintenance, or other programs notwithstanding state law.

Expands the adjutant general's authority to execute agreements and contracts for military facilities for periods up to and including 25 years, including dedication of primary use and purpose of buildings, air bases, roads, utilities, and other structures.

Modifies the Camp Ripley rental provision to clarify that rental proceeds must be applied to: (1) payment of increased utilities, maintenance, or costs directly attributable to rental; (2) other operating, maintenance, or repair costs for the rented building or facility; and (3) maintenance and improvement of Camp Ripley buildings or facilities.

Requires that Camp Ripley rentals be made under terms and conditions that do not conflict with military purposes of the facilities.
