Amends Minnesota Statutes section 16C.087 to clarify procedures for state agency contracts involving professional services of architects, engineers, land surveyors, landscape architects, geoscientists, and interior designers.

Requires commissioner approval before agencies use alternative contracting procedures under this section.

Allows agencies to adjust screening and selection procedures to accommodate cost, scope, and schedule objectives for specific projects.

Specifies eight evaluation criteria for contractor selection including specialized expertise, available resources, past performance record, women and minority business ownership status, project locale availability and familiarity, project management techniques, and ability to handle special constraints.

Effective January 1, 2025, applying to all contract solicitations issued on or after that date.
