Changes terminology from "physical" to "adverse" medical examination and requires obligors to have timely paid all related medical bills before claimants must submit to examinations under workers' compensation and reparation security plans.

Prohibits physicians from denying benefits or claims based solely on chart or paper reviews; testimony from physicians can only be used to deny claims if the physician has physically examined the person.

Requires all physicians performing adverse examinations to be licensed to practice medicine in Minnesota.

Establishes that adverse examinations must be conducted within 150 miles of an employee's residence unless the employer shows cause to the department, and prohibits examinations in hotel or motel facilities.

Requires employers to pay employees' reasonable travel expenses (mileage, parking, lodging, meals) and lost wages for attendance at adverse examinations, and mandates examination reports be served to the employee within 14 calendar days of issuance.
