Defines academic freedom as educators' and researchers' right to investigate, discuss, and publish findings in their field without interference from political figures, boards of trustees, donors, or other entities.

Requires Minnesota State Colleges and Universities to maintain policies supporting academic freedom and prohibits discrimination against faculty members for engaging in political activities or voicing political views, provided such activities do not interfere with job responsibilities.

Prohibits artificial or generative intelligence from serving as the primary instructor for credit-bearing courses, providing library services, offering counseling and crisis intervention services, or providing athletic coaching and training; permits faculty to use AI as a supplemental tool in their work.

Requires all artificial or generative intelligence used by faculty or staff to be cited and clearly disclosed to students as AI-developed material.

Mandates the Board of Trustees of Minnesota State Colleges and Universities convene a workgroup including student associations, faculty organizations, and professional employee representatives to develop policies for safe and ethical AI use, with a report due to legislative committees by May 1, 2025.
