Appropriates $79,833,000 from the Minnesota environment and natural resources trust fund for fiscal year 2024 across ten subdivisions including foundational natural resource data, water resources, environmental education, invasive species, air quality/climate change, habitat restoration, land acquisition, and administrative costs.

Funds numerous research and restoration projects including studies on bumblebee habitat, forest carbon inventory, aquatic invasive species ($4,941,000), community forestry AmeriCorps ($1,500,000), and native prairie stewardship.

Establishes specific project requirements including native plant species use in restorations, ecological restoration and management plans, initial and three-year post-completion evaluations, and conservation easement standards with permanent monitoring and enforcement plans.

Modifies capital construction requirements by adding new subdivision 116P.21 requiring full funding commitment from other sources before trust fund distribution and requiring compliance with sustainable building guidelines for projects costing $10,000 or more.

Extends availability of previous appropriations from 2018-2021 laws to June 30, 2024, and adds $4,269,000 in second-year funding for environmental education and $26,179,000 for habitat and recreation projects.
