• Establishes secure electronic website for absentee ballot applications requiring email address and verifiable driver's license number, state identification card number, or last four digits of Social Security number; does not apply to March town elections.

• Requires secretary of state to verify electronic application information against government databases and forward unverifiable applications showing suspicious activity to law enforcement for investigation.

• Modifies absentee ballot eligibility certificate to require voters provide same type of identification as submitted on application, and removes requirement that witness/notary be registered Minnesota voter.

• Defines exit polling as approaching voters in predetermined pattern after voting to request anonymous written questionnaire; requires exit pollsters to present photo identification and media credentials to head judge.

• Allows absentee ballot counting to be adjourned and permits counties to report remaining unprocessed ballots separately, with final posting of accepted and rejected ballot counts on county website; effective September 1, 2025 for elections on or after November 4, 2025.

• Repeals Minnesota Statutes section 383B.031 regarding Hennepin County Board of County Commissioners vacancies.
