Authorizes the commissioner to require parties settling enforcement matters to reimburse the agency for oversight costs exceeding $25,000, including inspections, sampling, monitoring, permit writing, and engineering review, with reimbursement amounts appropriated to the commissioner.

Allows the commissioner to deny extensions for good cause or force majeure claims in stipulation agreements if based solely on increased costs.

Enables the commissioner to require persons or facilities that fail to obtain required permits to comply with terms that would have been issued, including reporting, monitoring, and operations plans, with liability and penalties beginning when the permit should have been obtained.

Expands emergency enforcement authority to allow the commissioner to suspend or revoke permits, issue cease operation orders, require financial assurances, or take other actions when evidence exists of falsification of records, noncompliance history, chronic permit violations, or danger to public health or environment.

Modifies injunctive relief provisions to explicitly allow courts to require immediate cessation of facility operations until the commissioner has reasonable assurance that renewed operations will not violate pollution requirements or harm human health.
