Appropriates $300,000,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for the corridors of commerce program under Minnesota Statutes, section 161.088

Allows the commissioner of transportation to use up to 17 percent of the appropriated amount for program delivery costs

Authorizes the commissioner of management and budget to sell and issue up to $300,000,000 in state trunk highway bonds to provide the appropriated funds

Requires bond proceeds (excluding accrued interest and premiums) to be deposited in the bond proceeds account in the trunk highway fund

Bond sale and issuance must comply with Minnesota Statutes, sections 167.50 to 167.52 and the Minnesota Constitution, article XIV, section 11
