Appropriates $15,000,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for the transportation economic development program under Minnesota Statutes, section 174.12.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $15,000,000 to provide funding for the appropriation.

Bond proceeds, except accrued interest and premiums, must be deposited in the bond proceeds account in the trunk highway fund.

Bond issuance and sale must follow procedures prescribed by Minnesota Statutes, sections 167.50 to 167.52, and the Minnesota Constitution, article XIV, section 11.
