Establishes Explore Minnesota Film as an office within Explore Minnesota with a director appointed by the Explore Minnesota director who must have experience in film/television production and economic development.

Transfers administration of the film production jobs program and film production credit program from the Minnesota Film and TV Board to Explore Minnesota Film, with the director of Explore Minnesota having final authority over payments.

Directs Explore Minnesota Film to promote Minnesota as a film and television production location, assist with permitting and workforce development, coordinate statewide policies, and serve as liaison to production entities and state agencies.

Updates references throughout Minnesota Statutes sections 116U.26 and 116U.27 to replace "commissioner of employment and economic development" and "Minnesota Film and TV Board" with "director of Explore Minnesota" and "Explore Minnesota Film" respectively.

Requires the commissioner of revenue to provide a report by January 15, 2025 detailing credit certifications, applications, economic impact, and job statistics for film production businesses in Minnesota.
