Commissioner of human services shall develop a covered benefit under medical assistance for integrated health services that operationalizes National Standards for Culturally and Linguistically Appropriate Services (CLAS) and complies with Clubhouse International Standards, including obtaining accreditation.

Commissioner must submit a report by October 1, 2026 to legislative committees detailing proposed eligibility requirements, clinical and service requirements, provider standards, licensing and accreditation requirements, reimbursement rates, deadline for state plan amendment submission, and draft implementing legislation.

Commissioner shall establish a demonstration project expiring January 1, 2028 to develop and evaluate an integrated health services model of care, limited to sites accredited or seeking accreditation by Clubhouse International.

At least $300,000 per site shall be awarded to at least three eligible demonstration sites, with at least one site located in rural Minnesota, for establishing or expanding integrated health services models and providing services to enrollees lacking full coverage from other sources.

$4,500,000 is appropriated from the general fund in fiscal year 2025 as a onetime appropriation available until December 31, 2027.
