Requires scrap metal dealers to obtain a photocopy or electronic scan of a seller's current copper metal license when purchasing copper metal, effective January 1, 2025.

Establishes a new licensing requirement for anyone purchasing or selling scrap metal copper, administered by the commissioner with applications requiring name, address, phone number, date of birth, and lawful means acknowledgment for sellers.

Sets license validity period at one year with renewal applications and fees required; commissioners may deny renewals for violations of federal or state law or failure to submit timely renewal applications.

Authorizes commissioners to suspend, revoke, or place licenses on probation for fraudulent activity, consumer complaints, failure to pay fees, or noncompliance with subdivision requirements.

Persons licensed to perform electrical work under section 326B.33 are automatically deemed to hold a copper metal dealer license.
