Defines "advisory public body" as a public body comprised entirely of appointed members and not including elected officials

Allows advisory public bodies to conduct meetings by interactive technology if all members can hear and see one another, public members can hear and see all discussion and votes, and at least one member is physically present at the regular meeting location

Requires all votes in advisory public body meetings to be conducted by roll call so each member's vote can be identified and recorded

Limits advisory public body members to participating remotely in no more than half of meetings during the previous 12 months or the period they have served, whichever is shorter

Allows up to three exceptions per calendar year for remote participation without public notice if the member is serving in the military or has been advised by a health care professional against being in public places for medical reasons
