Changes the title "ombudsman for mental health and developmental disabilities" to "ombudsperson for behavioral health and developmental disabilities" throughout Minnesota Statutes sections 245.91 to 245.97.

Expands the definition of "facility or program" under the ombudsperson's jurisdiction to include peer recovery support services provided by recovery community organizations and acute care inpatient facilities.

Prohibits recovery peers from being classified as independent contractors in sections 245I.04, subdivision 18, and 254B.05, subdivision 1.

Requires the ombudsperson to review complaints regarding quality of peer recovery support services, misclassification of recovery peers as independent contractors under section 181.722, and adequacy of peer recovery support services billing codes and procedures.

Requires the ombudsperson to include in biennial reports to the governor summary information on complaints received regarding peer recovery support services and recommendations to improve service quality, address worker misclassification, and enhance billing codes and procedures.
