Increases Secretary of State base appropriation from $11,255,000 to $12,505,000 in fiscal year 2026 and from $11,069,000 to $12,319,000 in fiscal year 2027.

Allocates $500,000 one-time funding to counties and municipalities for polling place accessibility improvements for voters with disabilities, available until June 30, 2027.

Provides $200,000 for educational campaign and voter outreach to formerly incarcerated individuals regarding restoration of voting rights.

Transfers $2,250,000 in fiscal year 2025 and $3,000,000 in fiscal year 2026 to voting operations, technology, and election resources account, with $750,000 transfer from voting equipment grant account in fiscal year 2024.
