Requires the Pollution Control Agency commissioner to amend rules for solid waste disposal facilities to require the commissioner's approval before terminating the postclosure care period

Authorizes the commissioner to use expedited rulemaking procedures under Minnesota Statutes section 14.389 to amend capital assistance program rules

Directs amendments to Minnesota Rules parts 9210.0100 to 9210.0180 to implement changes made by Laws 2023, chapter 60, article 3, sections 6 and 9 to 13

Allows the commissioner to use the good cause exemption under Minnesota Statutes section 14.388 for adopting postclosure care rules

Section 2 becomes effective the day following final enactment
