Amends Minnesota Statutes sections 13.785, 192.25, and 192.67 relating to National Guard military service members and data access.

Modifies section 13.785 to clarify that veterans and military affairs data classified outside chapter 13 includes data sharing provisions governed by section 192.67, subdivision 2.

Expands section 192.67 to allow the adjutant general of the Minnesota National Guard to access all confidential and private data on service members maintained by any government entity, including investigative reports and law enforcement data, upon request of the Office of the State Judge Advocate without requiring a court order or subject consent.

Restricts the use of data accessed under the new provisions to military justice and Minnesota National Guard administrative and disciplinary actions only.

Makes technical amendments to section 192.25 regarding transfer of military members to civil authorities for criminal offenses.
