Extends the validity period for temporary vehicle permits from 21 days to 60 days for purchasers of new or used motor vehicles in Minnesota.

Permits remain valid only for the specific vehicle issued and must be affixed to the rear of the vehicle where a license plate would normally be displayed.

Extends the deadline for dealers to mail or deliver certificates of title with transferee applications and appropriate taxes and fees from 10 business days to 30 days.

Allows licensed dealers to issue temporary permits following the same procedures as the motor vehicle registrar.
