Establishes a Critical Materials Recovery Advisory Task Force consisting of ten members to be appointed by the Pollution Control Agency commissioner no later than October 1, 2024.

Defines "critical materials" as materials on the final 2023 Critical Materials List published by the United States Secretary of Energy in the Federal Register on August 4, 2023.

Task force must investigate emerging technologies for recovering critical materials from electronic waste and renewable energy systems, evaluate economic and environmental impacts, and identify infrastructure needed for collection and recycling.

Task force must meet quarterly and elect a chair by majority vote, with staff support provided by the Pollution Control Agency commissioner.

Task force must submit a written report with findings and recommendations to the Pollution Control Agency commissioner and relevant legislature committees by June 30, 2025.
