Amends Minnesota Statutes section 256B.85, subdivision 16, to modify requirements for Community First Services and Supports (CFSS) support workers to qualify for an enhanced rate.

Support workers serving participants who qualify for ten or more hours per day of CFSS may qualify for enhanced rates if they satisfy Medicare training and competency requirements for home health aides or nursing assistants (Code of Federal Regulations, title 42, sections 483.151 or 484.36), state-approved alternative training, or individualized training from the participant's health care provider, worker training professional, or responsible party.

Support workers must complete background checks, basic standardized CFSS training including first aid, vulnerable adult, child maltreatment, OSHA universal precautions, mental health crisis response, and person-centered planning before enrollment and must pass a certification test.

Limits support workers to a maximum of 310 hours of CFSS per month across all participants and employers.

Effective July 1, 2024, or upon federal approval, whichever is later.
