Adds entities that receive route permits under chapter 216E for high-voltage transmission lines interconnecting electric power generating facilities to the list of entities allowed to use public roads for constructing and maintaining infrastructure.

Adds the Department of Agriculture to entities permitted to use public roads for constructing, using, operating, and maintaining lines, subways, canals, conduits, environmental wells, transmission lines, hydrants, or dry hydrants.

Requires entities to notify county, town, or city governing bodies prior to construction or major repair involving extensive excavation on road right-of-way, with annual renewal of waivers and expedited notification for emergency repairs.

Changes language from "shall be" to "must be" and "shall have obtained" to "obtains" for mandatory compliance requirements.
