Adds a new provision allowing persons represented by civil legal services programs or volunteer attorney programs based on indigency to proceed without payment of court fees, costs, and security for costs without additional court findings if the attorney submits an affidavit or oral attestation during proceedings.

Clarifies that persons receiving public assistance, represented by civil legal services or volunteer attorneys based on indigency, or with annual income not exceeding 125 percent of the federal poverty line are presumed to meet eligibility requirements for in forma pauperis status.

Maintains existing requirements that courts must find the action, defense, or appeal is not frivolous and that the affidavit be substantially compliant with statutory language before allowing in forma pauperis proceedings.

Preserves the court's authority to order a $75 fee or partial payment when a party does not meet full eligibility criteria but cannot pay all court costs.
