Establishes a "known cost change factor" equal to 1.00 plus the forecasted percentage change in the CPI-U index from April 1 to July 1 of the rate year, effective January 1, 2025, or upon federal approval.

Modifies nursing facility payment rate calculations for direct care costs, other care-related costs, and other operating costs to include multiplication by the known cost change factor before dividing by standardized or resident days.

Updates the external fixed costs payment rate for employer health insurance costs to apply the known cost change factor to allowable costs before dividing by resident days.

Modifies elderly waiver (home and community-based services) wage-setting provisions to reference the most recent edition of the Occupational Handbook and require annual updates to component rates on January 1.

Requires the commissioner of human services to update the payroll taxes and benefits factor annually on January 1 for nursing facility wage calculations.
