Personal finance is added to statewide required academic standards alongside language arts, mathematics, science, social studies, physical education, and the arts.

The Department of Education must adopt the most recent national standards for personal finance from the Jump$tart Coalition and Council for Economic Education, with authority to modify standards to accommodate state interests.

Students beginning grade 9 in the 2025-2026 school year and later must complete one-half credit in a personal finance course in grades 10, 11, or 12 to graduate; teachers must hold a field license or out-of-field permission in agricultural education, business, family and consumer science, social studies, or math.

The Professional Educator Licensing and Standards Board must establish a personal finance seal for teachers demonstrating preparation through course completion, certification programs, or test-based credentials; the seal is valid 1-5 years depending on license tier and requires one hour of annual professional development for renewal.

The commissioner must implement a review of personal finance academic standards and related benchmarks beginning in the 2035-2036 school year and every ten years thereafter; appropriations are authorized for rulemaking by both the Department of Education and the Professional Educator Licensing and Standards Board in fiscal year 2025.
