Imposes minimum setbacks requiring feedlots over 500 animal units be located at least 1,000 feet from sinkholes and liquid manure storage areas be located at least 2,000 feet from municipal wells or hospitals.

Prohibits spreading liquid manure within 500 feet of sinkholes, residential wells, streams/rivers/creeks, lakes/ponds over 25 acres, or designated shoreland wetlands.

Sets minimum inspection requirements of 20 percent annually for county-delegated feedlots and 100 percent annually for commissioner-jurisdictional feedlots.

Establishes minimum $5,000 fines for manure management plan violations, with collected funds deposited in an environmental fund account for watershed water quality improvement projects.
