Requires security services for constitutional offices (governor, secretary of state, auditor, attorney general) to be provided by the Capitol Complex Security Division under Minnesota Statutes section 299E.01

Mandates the Capitol Complex Security Division director establish an emergency manager position with duties including oversight of security continuity plans, tenant emergency training, and threat exercises

Requires director to maintain a minimum of one state trooper assigned to the Capitol complex at all times

Requires director to hold at least annual meetings in consultation with an advisory committee to discuss Capitol complex security, emergency planning, public safety, and public access, including participation from tenants, nongovernmental entities, and the public

Changes definition of "Capitol complex" to clarify it means state-owned or state-leased buildings within the Capitol Area, spaces housing constitutional officer offices, and other state-owned or state-leased buildings within the Twin Cities metropolitan area as designated by the governor
