Establishes a new vehicle size and weight surcharge on passenger automobiles in addition to existing registration taxes, effective January 1, 2025.

Surcharge amounts determined by two factors: gross vehicle weight rating ($0-$150 based on weight bands from under 3,000 to 6,000+ pounds) and front hood height ($0-$25 based on height ranges from under 36 to 46+ inches).

Exempts vehicles with disability plates and owners who are homeless, receive needs-based relief, or are eligible for legal aid services from paying the surcharge.

Allocates surcharge revenue as follows: 45 percent to state active transportation account, 45 percent to Metropolitan Council for active transportation grants, and 10 percent to safe routes to school account.

Makes technical amendments to passenger automobile registration tax calculations and establishes a safe routes to school account in the special revenue fund.
