Appropriates $25,000,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for a grant to Carver County for improvements to marked Trunk Highway 5.

Improvements funded include environmental analysis, property or permanent easement acquisition, design, engineering, and construction on Highway 5 from Minnewashta Parkway to marked Trunk Highway 41 in Chanhassen.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $25,000,000 to provide the appropriated funds, following Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds, except accrued interest and premiums, must be deposited in the bond proceeds account in the trunk highway fund.

No nonstate contribution is required for this appropriation, and the provision is effective the day following final enactment.
