Establishes medical assistance coverage of residential crisis stabilization for children ages 20 and younger, effective January 1, 2026, or upon federal approval, whichever is later.

Covered services include assessment of immediate needs, individualized treatment to restore pre-crisis functioning, individual crisis stabilization plans, 24-hour on-site staff, supportive counseling, skills training, referrals to community providers, crisis response action plans, and medication assistance.

Requires covered services to contribute to effective treatment, utilize simple service design and administration, cover all eligible services regardless of location or entity, support all payors, incorporate an integrative care model for co-occurring conditions, and support both children and families.

Directs the commissioner to submit a report by January 6, 2025, proposing eligibility criteria, clinical and service requirements, provider standards, licensing requirements, reimbursement rates, room and board rates, and draft legislation needed to implement the recommendations.
