Appropriates $8,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to Dakota County, the city of Lakeville, or both for reconstruction of the Interstate 35 and County State-Aid Highway 50 interchange project.

Funding covers preliminary and final design, engineering, right-of-way acquisition, construction, and reconstruction of County State-Aid Highway 50 from Klamath Trail to Juniper Path, plus improvements to 173rd Street, Junelle Path, and Kenrick Avenue.

Eligible uses include multipurpose pedestrian and bicycle facilities, public utility relocation, and stormwater management improvements for corridor mobility and safety.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $8,000,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Becomes effective the day following final enactment.
