S.F. No. 4630 - Harmful Atmospheric Activity

• Prohibits weather-engineering, cloud-seeding, stratospheric aerosol injection, and other atmospheric activities that release harmful pollutants or produce excessive electromagnetic radiation, with violations classified as felonies subject to $500,000 fines.

• Establishes citizen reporting mechanisms allowing public reports to county sheriffs and the environmental commissioner regarding suspected atmospheric experimentation, with specific evidence requirements including photographs, videos, and scientific analysis.

• Requires commissioners and sheriffs to investigate reported incidents within specified timeframes (24 hours for initial reports, 2 hours for emergency measurements) and issue immediate cease-and-desist orders when evidence of harmful polluting emissions is presented.

• Grants the governor authority to call upon the Minnesota National Guard and state law enforcement to identify and stop aircraft or facilities releasing prohibited aerosols, radiation, or pollutants, with aircraft required to land for investigation.

• Applies enforcement provisions to all entities operating within or over Minnesota, including government agencies, universities, private companies, and armed forces, with notice required to federal agencies when activities are federally approved.
