Appropriates $9,160,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for an interchange project at marked Interstate Highway 90 and Freeborn County State-Aid Highway 20 in Albert Lea.

Authorized project work includes environmental review, design, engineering, right-of-way acquisition, and construction of the interchange.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $9,160,000 according to Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution article XIV, section 11.

Bond proceeds, excluding accrued interest and any premiums from bond sales, must be deposited into the bond proceeds account in the trunk highway fund.

Takes effect the day following final enactment.
