Requires the Minnesota Commissioner of Transportation and the Minnesota Pollution Control Agency to coordinate on cumulative impacts analysis rules and policies for trunk highway projects.

Applies cumulative impacts analysis requirements to highway construction, reconstruction, or maintenance projects with total cost estimates at or above the threshold for major highway projects located in or within one mile of environmental justice areas, beginning one year after the Pollution Control Agency adopts rules.

Requires applicable entities to conduct cumulative impacts analysis if project impacts exceed benchmarks or may substantially impact environmental justice area residents, with at least two public meetings (one before and one after analysis completion) with 30-day advance notice.

If analysis determines substantial adverse cumulative impacts, the applicable entity must either modify the project design, enter into a community benefit agreement with local government units, or halt project development.

Community benefit agreements must provide for transportation pollutant reductions, mitigation actions, or other beneficial impacts determined by the commissioner, with mitigation measures prioritized within the affected environmental justice area.
