Requires the Minnesota Department of Transportation to study and analyze alternative highway designs for all federally funded transportation projects involving construction, reconstruction, rehabilitation, or resurfacing, excluding maintenance resurfacing projects.

Mandates the commissioner to develop design alternatives in accordance with National Environmental Policy Act requirements and submit them to a local policy advisory committee for approval before selecting a preferred alternative design, initiating final layout approval, or beginning construction.

Establishes a policy advisory committee composed of the county commissioner, two state legislators representing the impacted area, the mayor of the affected city or town, and three to five city council members from the impacted project area, with an odd total number of members.

Requires the policy advisory committee to approve a preferred alternative design by two-thirds vote before the commissioner may proceed with design selection, final layout approval, or project construction.

Takes effect the day following final enactment.
