Removes school lunch aid from the list of aids paid at 100 percent under subdivision 12 and clarifies it is governed by subdivision 14a instead, effective July 1, 2024.

Amends subdivision 13 to add reference to subdivision 14a as an exception to the general aid payment percentage rules for all education aids and credits, effective July 1, 2024.

Establishes that state nutrition programs under sections 124D.111, 124D.1158, and 124D.118 shall be paid at 100 percent of current year aid based on submitted monthly vouchers showing meals and milk served, effective July 1, 2024.

Clarifies that state nutrition program payments operate under subdivision 14a and are exempt from subdivisions 3 and 13 regarding general aid payment percentage calculations.
