Amends Minnesota Statutes section 121A.19 to clarify state payment amounts for developmental screening of children and students: $98 for age three, $65 for age four, $52 for age five or six prior to kindergarten, and $39 for students screened within 30 days after first enrolling in kindergarten.

Changes statutory language from "shall be" to "is" for state aid amounts and from "shall" to "must" regarding restrictions on aid payments.

Allows districts to permanently transfer funds from their general fund to supplement state aid if the state payment is insufficient.

Clarifies that developmental screening aid cannot be paid for students screened more than 30 days after starting kindergarten, except when a student transfers to another public school kindergarten within 30 days and receives screening within 30 days of the transfer date.

Effective date is July 1, 2024.
