Adds new exemption to lobbyist definition for individuals providing information, data, advice, or professional opinions based on their expertise to lobbyists or local officials at their request, without attempting to influence official action.

Adds new exemption for individuals providing information or advice to members of a collective bargaining unit when actively engaged in collective bargaining with a state agency or political subdivision.

Requires the Campaign Finance and Public Disclosure Board to study the lobbyist definition and determine whether state and local government lobbying should be distinguished, with recommendations due to legislature by January 15, 2025.

Maintains existing $3,000 threshold for pay or personal spending to trigger lobbyist registration requirements.

Effective date is the day following final enactment and applies to activities occurring on or after that date.
