Requires employers at Minneapolis-St. Paul International Airport to provide employees with an hourly supplement of $4.98 per hour toward health and welfare benefits for employees enrolled in employer benefit plans.

Health and welfare benefits rate applies only to the first 40 hours worked per week and to paid leave not exceeding 40 hours weekly, but does not apply to overtime hours.

Excludes from requirements the United States government, state of Minnesota, local governments, and providers holding subminimum wage certificates.

Authorizes the Metropolitan Airports Commission executive director to enforce the requirement through investigations of employer records and to issue penalties of $1,000 to $10,000 per violation.

Annual adjustment of the health and welfare benefits rate must follow McNamara O'Hara Service Contract Act requirements under federal law.
