Establishes the Blue Line Light Rail Transit Extension Antidisplacement Community Prosperity Program to preserve affordable housing, support small businesses, provide job training, and enhance economic vitality within one mile of the Blue Line extension corridor.

Creates the Antidisplacement Community Prosperity Program Board with 15 members including representatives from Hennepin County, Minneapolis, Robbinsdale, Crystal, Brooklyn Park, the Blue Line Coalition, community advisory committees, and corridor residents appointed by the governor, senate majority leader, and house speaker.

Restricts program funding to four qualifying purposes: affordable housing, small business and community ownership support, public space infrastructure enhancements, and job training and placement initiatives.

Requires all state-funded program expenditures to be matched with equal funding from nonstate sources including federal, local, Metropolitan Council, or philanthropic funds before board approval.

Appropriates $10,000,000 in fiscal year 2024 and $10,000,000 in fiscal year 2025 from the general fund to the commissioner of transportation for a grant to Hennepin County to administer the program, with the program and board both expiring on June 30, 2030.
